Congress this week made public an affidavit revealing that the Department of Justice ended its investigation into Hunter Biden’s friend and attorney, Kevin Morris, following a briefing from the CIA in the summer of 2021.

Senior IRS inspector and whistleblower Gary Shapley stated in his affidavit that he was working on the DOJ’s larger investigation into Biden when he received a surprise message from a prosecutor stating that he could not call Morris as a witness.

The directive came from former Delaware-based Assistant U.S. Attorney Lesley Wolf, a prosecutor who played a significant role in the Biden probe, according to Shapley, who said she was “summoned” to the CIA headquarters in Virginia to get the briefing.

“We were unable to continue with Mr. Morris as a witness when AUSA Wolf revealed that they had received a confidential briefing about him,” Shapley wrote.

Shapley added that, despite his numerous requests, Wolf had refused to provide him with additional information.

Shapley said, “It’s likely that investigators erected this additional barrier to prevent them from accessing all the relevant material.”

He stated that he remains uncertain about how the CIA learned about Morris or the details of the briefing that inspired Wolf to issue her instruction.

Morris, a Hollywood entertainment lawyer, saved Biden’s finances in 2020 when the first son was drowning in years’ worth of unpaid tax liabilities, according to evidence Morris delivered to Congress in January and an indictment against Biden.

The Department of Justice (DOJ) charged Biden with many tax offenses and misdemeanors last year. According to the indictment, a “personal acquaintance”—details in the indictment confirm that the friend is Morris—paid Biden’s 2020 expenses totaling $1.2 million.

Morris also stated that he set up multiple loans for Biden starting in October 2021 in a letter to Congress. According to the letter, Biden was required to start repaying the $6.5 million in loans by October 2025.

Morris’s lawyer did not reply to a message seeking comment. On a request for comment, the CIA did not reply.

Shapley’s declaration, which disclosed the CIA’s interest in Morris, was one of the documents leaked this week by the House Ways and Means Committee.

In a statement, Committee Chairman Jason Smith (R-MO) claimed the records demonstrated Biden had lied while testifying before Congress in February. Smith demanded that the DOJ include perjury in the list of offenses it will consider when investigating and prosecuting Biden for tax and gun-related crimes in 2018.

For instance, Biden said in his deposition that he was “high or drunk” when he used his father, President Joe Biden, to exert pressure on a Chinese energy executive through a WhatsApp message, demanding payment. In his deposition, Hunter Biden claimed that he had sent the now-viral message to the “wrong Zhao,” who was unaware of the subject matter of the first son’s remarks.

However, the committee’s records demonstrate that the WhatsApp number belonged to the energy company’s Zhao, and that Hunter Biden’s statement on the menacing message was false.

Hunter Biden had stated in the deposition, “The Zhao that this is sent to is not the Zhao associated with [Chinese energy company] CEFC.”
