Ancient tradition: vested  interests will seek to capture and whisper “advice” into the ear of government,  To the degree that they are allowed to succeed in that endeavour, government is hijacked and ceases to work for the greater good of all the People.

This is what has happened to modern governments and turned democracy into a con game. It is therefore important that there be no hidden advice, command, communication or influence lines into government unbeknownst to the People. It shall remain the right of any citizens or groups thereof to communicate to, petition, advise or make proposals to the government or its departments or officials. Free, open, smooth and honest two-way communication between a government and the governed is essential. Indeed, to the degree that honest and open exchange of  data and ideas is inhibited or impeded trust, affinity, co-action and agreement between the People and their government decay and corruption sets in.

The present practices of lobbying are iniquitous in that they comprise hidden communications (often in the form of persuasions, “advice” misinformations, pressures, threats, promises, deals, blackmail and various forms of financial inducements) of which the People are unaware and therefore cannot assess, challenge, correct or accommodate as needed.

This phenomenon has brought about considerable corruption.

Thus we arrive at this policy:

Enact into law the Principle of Written Submission. Under this principle ALL communications into or from the government or department, official or representative thereof must be done in writing or filmed or recorded in full and kept as a record that ANY citizen shall have the right to view unedited/unredacted immediately upon request. Digital technology makes it feasible to keep all communications and make them readily available.

Similarly, all deliberations, conferences, committees, meetings and so forth conducted by or involving any member of the government or Parliament or judiciary, be they a paid or unpaid official or elected representative, MUST be recorded and available online for any citizen who requests it.

Secret meetings, phone calls and so forth and refusal or failure to record in full  and keep safe and readily available any such communication shall be rendered illegal and punishable under applicable laws.

No law passed will be valid or binding unless all the deliberations, meetings, discussions, lobbying, persuasions, inducements or advice that led to the new law are a matter or record available on request to any citizen.

The objective here is to end forever any hidden (from the citizenry) lines of communication into government or between government and any other person or group. My use of the term “government” here includes the Parliament and judiciary and any political parties with members therein.
