One of the primary services a government provides for the people is the creation, issuance and maintenance of a means of exchange that is to the maximum attainable degree stable in value.

The means of exchange takes several forms:

1. notes and coins
2. cheques
3. digital

All forms of money must be provided for the People without quibble  according to their wish to use them.

It  is not  the job of government to decide which form of money the People can have. Henceforth the government shall have no  authority to do that. The government’s responsibility is to make all forms of money available so that People can use them fully interchangeably as they wish, according to their needs.

It shall be illegal for the government to deny an citizen any of the forms of money.

Therefore it is the responsibility of the government to make notes and coins available to meet the demand for them in perpetuity. To dispense with notes and coins or to seek to bring about their cessation is an egregious betrayal of trust and dereliction of duty and shall be deemed a criminal offence.

It should also be pointed out that a reliance solely upon digital (electronic) money is a considerable stupidity and treasonous act in that it renders the nation extremely vulnerable to sabotage or attack.

An enemy able  to disrupt or bring down the internet, say through an electronic pulse or cyber attack, and “switch off” the means of exchange would be able to make economic life impossible and cause starvation, thus swiftly bringing the nation to its knees.

To seek to abolish cash and render the nation reliant on electronic money is an enemy action intended to weaken the nation. To attempt or propose such shall be considered henceforth an enemy action subject to a charge of Treason.

Therefore notes and coins must be maintained in perpetuity as a safeguard against electronic malfunction as well as other considerations.

Likewise all banks shall be legally required to issue their customers cash on demand.

It shall be illegal for any government or civil entity of any kind to deny any citizen for any reason whatsoever access to  the money in their bank accounts.  To do so shall be regarded as theft. To make  access to one’s own money conditional upon certain behaviours shall be regarded as extortion.

The money any person has in their banks acccount is their property, not the property of the bank, which has taken on the trust of its safekeeping.

The ONLY exception to this rule shall be where a person has been convicted of a crime in a court of law (such as extortion, blackmail, drug dealing, human trafficking, pimping etc) and the money in their account is deemed by the court to be the proceeds of proven crimes. In that case, if the court so orders, the money in the convicted felon’s account can be confiscated. Once confiscated, it shall be used as directed by the court to compensate victims of the crime or donate to an appropriate charity.
