A Border Patrol agent has been charged in federal court with civil rights crimes after prosecutors say he forced three women to expose their breasts to him as part of a search as they entered the U.S.
Shane Millan, 53, is also accused of demanding a fourth woman expose herself, albeit with her bra still on.
Prosecutors said Mr. Millan demanded the exposures over webcam. They said the demands came in 2023, once on Aug. 10 and three times on Aug. 25.
“Millan told the women that these were legitimate searches incident to admission into the United States, though Millan’s demands to see the victims’ breasts were for his own gratification,” the U.S. Attorney’s Office for the Northern District of New York said.
The charges were unsealed this week. Mr. Millan had his initial court appearance Thursday and was granted pretrial release.
