Users on social media reacted with concern following a resurfaced video from last year showing President Joe Biden “randomly screaming” during a speech where he raised his voice substantially to emphasize his rhetoric on lowering prescription drug costs.  Conservatives on the internet have cited this example among the instances throughout Biden’s presidency, in which he has appeared to have diminished mental faculties.

During the 2023 speech in Maryland, Biden discussed high drug costs in the United States and his administration’s plan to mitigate the issue. “You’re going to pay somewhere between 20 and 40 percent less in those other countries,” the president began. However, Biden then abruptly broke into a shout, stating, “Same exact drug. Made by the same exact company.”

RNC Research shared the clip on X, writing, “Biden starts randomly screaming during his speech in Maryland.” Users on X commented about the incident, voicing concerns about Biden, suggesting that his behavior could be signs of an underlying neurodegenerative condition.  “Aggressive behaviors like screaming typically develop in the later stages of dementia, when the person’s use of language begins to diminish and confusion or cognitive loss has enhanced,” one person wrote.

Another person echoed this sentiment, writing, “Dementia:Anger and other behavioral changes can sometimes be associated with certain types of dementia. These changes in behavior can be challenging for both the person with dementia and their caregivers. It’s important to manage and understand these symptoms.”

One person expressed that it is sad more than anything for Biden to have been kept in office despite appearing to not be fit for the job.  “I don’t know which option is more sad… That the deep state is 100% tanking, his presidency, or the people that should be looking out for him are not looking out for him… I help take care of a dementia patient and he acts exactly the same as our current President,” another person wrote.

The American Tribune reported on similar concerns from House Speaker Mike Johnson who weighed in on Biden’s capacity to lead the nation following his withdrawal from the 2024 presidential race.  “The party’s prospects are no better now with Vice President Kamala Harris, who co-owns the disastrous policy failures of the Biden Administration. As second in command and a completely inept border [chief], Harris has been a gleeful accomplice — not only in the destruction of American sovereignty, security, and prosperity, but also in the largest political coverup in U.S. history. She has known for as long as anyone of his incapacity to serve,” Johnson said.

“Regardless of the chaos in the current White House, our adversaries around the globe should be reminded that the U.S. Congress, the U.S. military, and the American people are fully prepared and committed to defend our interests both at home and abroad,” he added.  “If Joe Biden is not fit to run for President, he is not fit to serve as President. He must resign the office immediately. November 5 cannot arrive soon enough.”
